The fourth annual legislative session of the Congress of Neighboring Communities (CONNECT), an initiative of the University of Pittsburgh’s Center for Metropolitan Studies, was held at the Twentieth Century Club in Oakland on Thursday, June 14, 2012. Nearly 100 attendees participated in this year’s event, including local government officials, representatives from the civic and non-profit community, members of the local media, and other interested citizens. 

Allegheny County Executive Rich Fitzgerald addressed this year’s CONNECT Legislative Session, the first since he took office in January 2012. Mr. Fitzgerald talked about the importance of our communities coming together to solve problems cooperatively and the strength of the region’s diversity. 

The legislative session was led by outgoing CONNECT Chair and Edgewood Council President Pat Schaefer and newly elected Chair Dan DeMarco of the Ross Township Board of Commissioners along with Center for Metropolitan Studies Director Dr. David Miller. Also elected to officer positions were: First Vice Chair Kathy Coder, Bellevue Council; Second Vice Chair Patrick Dowd, Pittsburgh City Council; and Secretary/Treasurer Marcia Taylor, Assistant Manager of Mount Lebanon. 

Municipal representatives adopted fourteen resolutions addressing a wide range of policy issues including calling on leaders to identify a long-term, sustainable funding solution for the Port Authority’s financial shortfall, initiating the urban core’s first-ever integrated comprehensive economic development plan, accepting a proposal to develop a pilot program to reduce ambulance transfers to emergency rooms for preventable conditions like asthma or diabetes, and remediating and preventing blight in CONNECT communities using new state legislation across municipalities. The resolutions that were adopted will assist the officers, members and professional staff to guide and implement the work of CONNECT for the next year.
